Accredited nonpublic schools accepting education savings account (ESA) funds must annually report to the Department of Education the total amount received and a list of expenditures, including salaries and infrastructure costs.

Nonpublic schools receiving ESA funds must prepare and publish an annual budget in the same manner as public school districts, clearly identifying ESA funds and their allocated purposes.

Parents or guardians who are approved for the ESA program but decline participation, or who withdraw a pupil from a nonpublic school after approval, must report the reason for that decision to the Department of Education.

The Department of Education must compile all reported information and submit an annual report to the General Assembly by September 1 each year.

The annual report must include total ESA funds distributed, amounts received by nonpublic schools, expenditure details, and data on approved applicants who declined or withdrew from participation.
