Establishes the Uniform Family Law Arbitration Act as a new chapter (598A) in Iowa Code to govern arbitration of family law disputes arising under dissolution, paternity, and support enforcement laws

Allows arbitration of contested issues including child custody, parenting time, visitation, child support, and property division, but prohibits arbitrators from granting divorces, terminating parental rights, or approving adoptions

Requires arbitration agreements to be in writing, signed by both parties, and must identify the arbitrator or selection method along with the specific family law dispute to be resolved

Specifies that Iowa's Arbitration Act (Chapter 679A) applies to family law arbitration proceedings, but the new Uniform Family Law Arbitration Act controls when conflicts arise between the two

Excludes child support disputes from arbitration when support payments have been assigned to the Department of Health and Human Services or when child support services are being provided under Chapter 252B
