Moves regular school district and city elections from odd-numbered years to even-numbered years, aligning them with the general election date (first Tuesday after the first Monday in November)

Prohibits special elections for cities, school districts, or merged areas from being scheduled to coincide with the general election

Extends terms for school district and city officers serving on the effective date whose terms would expire in January of an even-numbered year, allowing them to serve until the following January

Officers affected by the transition remain eligible for reelection in the November immediately preceding their extended term expiration

Applies to regular school district and city elections held after November 2, 2027
