Amends Iowa Code section 414.5 to require written protests against zoning changes be signed by a majority of property owners of the affected lots, or by owners of 20% or more of property within 200 feet of the exterior boundaries of the property proposed for rezoning.

Lowers the city council vote threshold needed to override a valid protest from three-fourths to two-thirds of all council members.

Maintains existing provisions allowing city councils to impose reasonable conditions on property owners as part of zoning district changes or site development plan approvals, provided conditions are agreed to in writing before the public hearing.

Requires any protest to be filed with the city clerk before or at the public hearing on the proposed zoning change or repeal.
