Requires the State Board of Regents to complete an annual review by August 1 of each fiscal year comparing general fund appropriations to the University of Iowa, Iowa State University, and the University of Northern Iowa against their combined projected operating costs

Mandates the board determine whether total state general fund appropriations equal or exceed 52% of the institutions' combined projected operating costs, and publish findings on its website while notifying each university president in writing

Automatically abrogates all Board of Regents authority over the three universities for the remainder of the fiscal year if state funding falls below the 52% threshold

Transfers board authority—including control over management, budgets, programs, curriculum, employment, contracts, property sales, and infrastructure—directly to each individual institution during the abrogation period

Restores full Board of Regents authority on July 1 of the following fiscal year, requiring the review process to repeat annually
