State court administrator must establish an opt-out electronic court notification system for all pending and future criminal cases by July 1, 2027

Enrolled individuals include persons who receive citations, are arrested, or enter criminal proceedings, as well as victims, witnesses, attorneys, and legal guardians associated with criminal cases

System must deliver text-based notifications regarding public case proceedings, including court appearance reminders with date, time, and location, plus notification of fees due and payment methods

Enrolled individuals must be provided a clear and simple option to opt out of receiving notifications

System may be operated by the Iowa judicial branch or contracted to a qualified third-party entity, and must protect against disclosure of nonpublic information including sealed case materials
