Prohibits Iowa state and local governments from purchasing, leasing, or operating drones manufactured by companies on the FCC's covered list (foreign security threats), and requires replacement plans for existing non-compliant drones with aircraft from the federal "blue list."

Creates a class "D" felony for knowingly flying a foreign-manufactured drone within 400 feet of power plants, water treatment facilities, or National Guard facilities.

Requires foreign principals and their agents to register with the state ethics board within 48 hours of engaging in lobbying or political consulting, with civil penalties of $100/day up to $5,000 for non-compliance.

Declares that treaties, guidelines, or directives from the World Health Organization, United Nations, or World Economic Forum have no legal force in Iowa unless affirmatively adopted by the state legislature.

Prohibits state and local governments from using tax revenues or personnel to enforce mandates from international organizations.
