Establishes the "Removing Education Access Challenges in Higher Education (REACH) Act" as a pilot program allowing eligible community colleges to offer baccalaureate degrees

Limits participation to community colleges whose main campus is located at least 50 miles from any state regent university or private higher education institution already offering a similar baccalaureate degree program

Caps tuition for Iowa residents in upper-level baccalaureate courses at 150% of the standard community college tuition rate

Requires the Iowa Department of Education to administer the pilot program and the State Board of Education to adopt rules for authorization, oversight, and an application approval process

Authorizes participating community colleges to establish policies, seek accreditation, and employ staff necessary to offer baccalaureate degree programs
