Amends Iowa Code Section 80F.1 to update definitions in the peace officer, public safety, and emergency personnel bill of rights, including clarifying terms like "Brady-Giglio list," "complaint," "formal administrative investigation," and "informal inquiry"

Expands the definition of "officer" to include certified law enforcement officers, firefighters, fire marshals, emergency medical technicians, paramedics, corrections officers, detention officers, jailers, probation/parole officers, public safety telecommunicators, and dispatchers

Requires officers who are subjects of formal administrative investigations to receive written summaries of complaints against them

Establishes that formal administrative investigations apply when allegations could result in reassignment, suspension, demotion, removal, or discharge of the officer

Clarifies that "interview" refers only to questioning during formal administrative investigations, not informal inquiries or minor rule infractions that won't result in disciplinary action
