Authorizes the Board of Educational Examiners to issue provisional coaching authorizations to individuals who complete background checks, CPR training, automated external defibrillator training, concussion in sports course, and mandatory child/dependent adult abuse reporter training.

Provisional coaching authorizations expire at the end of the sport season or after 180 days from issuance, whichever comes first, and cannot be renewed.

Allows holders of provisional coaching authorizations to convert to full coaching authorizations by completing standard coursework requirements, area education agency coaching courses, National Federation of State High School Associations fundamentals of coaching course, relevant higher education coursework, or demonstrating prior coaching experience.

Recognizes comparable leadership and safety training from military service (armed forces or national guard) or first responder service as qualifying pathways to convert provisional authorizations to full coaching authorizations.

Directs area education agencies to provide or coordinate coaching education courses under Iowa Code Section 273.2.
