Prohibits Iowa Board of Regents institutions from requiring or constraining students to enroll in diversity, equity, inclusion (DEI), or critical race theory-related courses to satisfy degree, major, minor, certificate, or general education requirements

Bars public universities from requiring, soliciting, or incentivizing faculty to participate in DEI practices or include DEI-related content as a condition for course approval, performance assessment, promotion, tenure, or salary adjustments

Defines prohibited DEI content as material promoting that colorblind laws perpetuate oppression, advocating differential treatment based on race or ethnicity, or suggesting students are inherently biased due to their race or sex

Exempts programs with titles clearly focused on racial, ethnic, or gender studies, though students cannot be required to take those courses to fulfill other degree requirements

Allows any person to report violations to the Attorney General, who may seek a writ of mandamus to compel compliance; applies to academic years beginning on or after July 1, 2026
