Amends Iowa Code Section 704.13 to establish a legal presumption that a person using force reasonably believed such force was necessary to defend themselves, another person, or property from unlawful force.

Prohibits law enforcement from arresting a person for using or threatening force unless there is probable cause to believe the force was unlawful.

Requires courts to hold a pretrial immunity hearing within 14 days when a defendant files a motion to dismiss based on justified use of force immunity.

Places the burden of proof on the prosecution or plaintiff to overcome immunity by clear and convincing evidence at the pretrial hearing.

Mandates that any probable cause determination to proceed to trial must include a finding that the person's use of force was not justified.
