Creates the "Anti-Red Flag Gun Seizure Act" prohibiting Iowa state agencies, political subdivisions, and law enforcement from enforcing federal or state red flag laws that would seize firearms from law-abiding citizens without a violent felony conviction.

Defines "red flag law" as any law, order, or measure directing temporary or permanent seizure of firearms, accessories, or ammunition, or prohibiting possession without conviction of a violent felony.

Bars state and local government entities from receiving federal funds to enforce any red flag laws against Iowa residents.

Imposes a $50,000 civil penalty per occurrence on political subdivisions or law enforcement agencies whose officers knowingly violate the act, with injured parties able to seek injunctive relief, damages, and attorney fees.

Takes effect immediately upon enactment and waives sovereign immunity as a defense in enforcement actions.
