Licensed fertilizer manufacturers selling in Iowa must submit monthly pricing reports to the Department of Agriculture and Land Stewardship, including the price per ton paid for each active ingredient, total quantities sold, lowest and highest prices charged, and terms of any discount agreements.

Active ingredients subject to reporting include the minimum percentage of plant nutrients stated on the brand's label as a guaranteed analysis.

Violations carry civil penalties of up to $50,000 per violation, with each day of continued violation counting as a separate offense; penalties are administratively imposed in cooperation with the attorney general.

The department must establish by rule a penalty schedule considering factors such as sales volume in the state, costs saved by noncompliance, gravity of the violation, and degree of willfulness.

The act takes effect immediately upon enactment, and the department may adopt emergency rules to administer the new requirements.
