Defines "first responder" as law enforcement officers, probation or parole officers, fire fighters, and emergency medical care providers

Applies only when a person knowingly and willfully violates the warning with intent to impede or interfere with duties, threaten physical harm, or harass the first responder

Defines "harass" as willfully engaging in conduct that intentionally causes substantial emotional distress and serves no legitimate purpose

Violation constitutes a serious misdemeanor, punishable by up to one year confinement and a fine between $430 and $2,560
