Establishes a Percentage of Income Payment Plan (PIPP) program administered by the Iowa Department of Health and Human Services to help low-income residents pay electric and gas utility bills

Eligibility extends to individuals who qualify for the Low-Income Home Energy Assistance Program (LIHEAP), though participants cannot receive benefits from both programs simultaneously

Monthly payments are capped at the greater of $100 or 6% of gross monthly income, with a minimum of the lesser of $5 or 2.4% of gross monthly income

Utility companies must cease collection of unpaid balances and stop accruing interest for enrolled individuals; upon discharge from the program, any remaining arrears become immediately due

When participants make their required monthly payment, the department pays the remaining utility bill balance and matches the participant's payment toward reducing their arrears
