Requires foreign persons holding agricultural land in Iowa to register with the secretary of state within 60 days of acquisition, with registration information now classified as a confidential record under section 22.7.

Grants the attorney general access to registration reports and the authority to use the information in enforcement actions related to agricultural land ownership laws (chapters 9H and 9I).

Mandates the secretary of state prepare an annual summary of foreign landholdings compiled from registrations filed under section 9I.7 and reports under section 10B.4.

Makes the annual summary available to the governor, general assembly members, and appropriate legislative committees to assess the extent and economic impact of foreign ownership of agricultural land in Iowa.

Applies to nonresident aliens, foreign businesses, foreign governments, and their agents, trustees, or fiduciaries who own agricultural land acquired on or after January 1, 1980.
