Amends Iowa Code Section 17A.6 to exclude "uniform rules on agency procedure" from the definition of "publication," alongside the Iowa Code, Iowa Acts, Iowa administrative code, and Iowa court rules.

Rescinds numerous Iowa Administrative Code chapters and rules across approximately 80 different IAC sections effective July 1, 2026, covering subjects now addressed by uniform rules on agency procedure.

Affected agencies span multiple state departments including those with IAC designations ranging from 11 IAC through 741 IAC, encompassing areas such as administrative rules review, education, human services, natural resources, and revenue.

The rescissions apply to agency-specific procedural rules that duplicate or conflict with uniform rules adopted by the administrative rules coordinator under Iowa Code section 17A.24.

Takes effect July 1, 2026, providing agencies transition time to operate under the consolidated uniform procedural rules.
