Expands eligibility for special "veteran" license plates to include members of the U.S. reserve forces and Iowa National Guard, regardless of the number of years served, who were discharged under honorable conditions

Currently, only those who served in the armed forces of the United States and were honorably discharged qualify for the veteran emblem plates

Under existing law, reserve and National Guard members must either serve at least 20 years, be activated for federal duty for a minimum of 90 days, or continue serving after 20 years to qualify as "veterans" for other purposes

Special plate fees continue to be deposited in the road use tax fund, with monthly transfers to the veterans license fee fund
