Requires Iowa Board of Regents institutions to publicly post on their websites all budgets, expenditures, and vendor payments of $50,000 or more, as well as all written contracts entered into by the institution

Financial information must be accessible within three clicks from the institution's homepage, searchable by keywords, available without login requirements, and retained online for at least 10 years

Institutions must disclose detailed salary reports showing employee names, titles, classifications, full-time equivalent percentage, annual salary, and funding sources for all positions

Expenditures must include statements indicating whether funds contributed to diversity, equity, and inclusion; social justice; sustainability; or similar commitments, with aggregate totals provided for each category

Takes effect December 1, 2025, and may be cited as the "College Finance Transparency Act"
