Authorizes cities to establish dedicated funds or reserve savings accounts specifically for acquiring, maintaining, and possessing major equipment for police, fire, rescue, or emergency medical services

Requires cities with these dedicated emergency services funds to deposit payments, awards, judgments, or insurance settlements for damaged equipment into the relevant fund rather than the general fund

Permits funds remaining in emergency services accounts at fiscal year end to be deposited into a reserve savings account for future equipment maintenance or acquisition
