Establishes an annual 31-day open enrollment period for Medicare supplement insurance beginning March 1, 2026, allowing existing policyholders to switch plans

Prohibits insurers during the open enrollment period from denying coverage, imposing medical underwriting, discriminating in pricing based on health status, or excluding benefits for preexisting conditions

Applies to individuals already covered under individual or group Medicare supplement policies, including those under age 65 who qualify for Medicare due to disability, end-stage renal disease, or environmental hazard exposure

Requires insurers to provide notice of the annual open enrollment period to applicants in a form prescribed by the insurance commissioner

Requires insurers to offer these protections for at least one Medicare supplement policy or certificate available in the state
