Creates a rebuttable presumption that keeping a child in their educational setting from the immediately preceding school year is in the child's best interest, which can only be overcome by a preponderance of evidence

Mandates that all custody orders specify each parent's rights and responsibilities regarding the child's educational setting, including physical access during school, record access, decision-making authority, and removal of the child from school premises

Prohibits orders from requiring parental physical access or removal rights during school hours for children receiving competent private instruction or independent private instruction (homeschooling)
