Amends Iowa Code section 144C.5 to add an exception preventing certain individuals from having the right to control final disposition of a decedent's remains or make funeral arrangements

Bars any person charged with first-degree murder, second-degree murder, or voluntary manslaughter in connection with the decedent's death from controlling disposition of remains, once those charges are known to a third party

Expands forfeiture provisions so that a designee or person with authority loses all rights if they fail to exercise authority within 24 hours of receiving death notification or within 40 hours of death, whichever is earlier

Rights and authority that are forfeited transfer to an alternate designee, or if none exists, devolve according to the standard priority list in section 144C.5
