Creates new Chapter 232E establishing Department of Health and Human Services as the investigative authority for allegations of student abuse by school employees, including public and nonpublic school staff, vendors, agents, and volunteers

Defines "student abuse" as nonaccidental physical injury, sexual offenses against minors under Chapter 709, or acts allowing students to engage in prostitution (Section 725.1), occurring on school grounds, during school time, or at school-related activities

Requires mandatory administrative leave and prohibition from school property for any school employee once an investigation is initiated, lasting until the investigation is completed

Mandates investigations begin within 24 hours of receiving a report and be completed within 30 business days, with written reports submitted to school boards and the Board of Educational Examiners for licensed employees

Requires school boards to terminate employment of any school employee when HHS determines through investigation that the employee committed student abuse
