Allows applicants whose residential or mailing address is a shelter known to the Address Confidentiality Program to provide the shelter's name and contact information instead of disclosing the shelter's physical address

Expands reasons for canceling a program participant's certification to include: false application information, notification of participant's death from a reliable source, or a request with legal documentation to remove an adult household member from the program

Permits the Secretary of State to hold a program participant's mail for up to 30 days upon request

Requires state or county commissioners of elections to cancel a program participant's voter registration upon learning the participant has registered to vote in another state

Changes voter registration for program participants from annual registration to registration for the length of the participant's certification period
