Prohibits hospitals and rural emergency hospitals from asking applicants for clinical privileges about past history or diagnosis of mental illness, substance use disorders, or other physical or behavioral health conditions

Prohibits licensing boards for health-related professions from including questions about past mental health history or diagnoses on applications for licensure or license renewal

Allows hospitals and licensing boards to ask whether an applicant currently has any untreated condition that impairs their ability to practice with reasonable skill, safety, and competence

Requires the Department of Inspections, Appeals, and Licensing to adopt rules implementing these prohibitions and allowances for hospital clinical privilege applications
