Creates a cause of action for victims of carbon dioxide releases from liquefied CO2 pipelines or carbon dioxide facilities, defining "victims" as anyone residing, traveling, visiting, or owning/leasing property, equipment, or livestock within a 25-mile radius of a release site

Imposes strict liability on owners and operators of CO2 pipelines and facilities, as well as CO2 suppliers, for both compensatory and punitive damages

Requires claims to be filed within one year after the cause of action accrues

Grants judgment liens from these actions priority over all other conflicting security interests or liens, including those perfected before the judgment

Requires owners in bankruptcy or receivership to hold assets in trust for potential victim judgment lienholders for one year from the owner's last day of controlling pipeline/facility operations or producing CO2 for transport or sequestration

Takes effect immediately upon enactment
