Prohibits county attorneys from engaging in any legal representation that creates a conflict of interest with the county, board of supervisors, or other county officials

Allows a board of supervisors, by majority vote, to obtain outside counsel when a dispute exists with the county attorney or to determine whether a conflict of interest exists

Permits district court review of an outside counsel's conflict determination upon request by the county attorney

Enables a county sheriff who reasonably believes a conflict exists to petition district court for a determination if the board of supervisors refuses to act, with the court required to rule within 30 days and county paying all costs
