Creates the "Second Amendment Preservation Act" prohibiting Iowa state agencies, political subdivisions, public officers, and employees from enforcing, attempting to enforce, or providing material aid to enforce any federal firearm, firearm accessory, or ammunition laws, regulations, executive orders, or court orders against law-abiding citizens

Defines "law-abiding citizen" as a person not precluded under state law from possessing a firearm and who is legally present in the United States or Iowa

Establishes a $50,000 civil penalty per violation against political subdivisions or law enforcement agencies that employ officers who knowingly violate the Act while acting under color of state or federal law

Allows injured law-abiding citizens to pursue injunctive relief in district court, with hearings on temporary restraining orders or preliminary injunctions required within 30 days of service, and permits courts to award reasonable attorney fees to prevailing parties

Provides exceptions allowing cooperation with federal officers in cross-border criminal pursuits, federal prosecutions involving controlled substances or crimes against persons with ancillary weapons charges, and acceptance of federal assistance for enforcing state laws
