Establishes the "Anti-Red Flag Gun Seizure Act" prohibiting state agencies, political subdivisions, and law enforcement from enforcing any federal or state red flag laws that allow seizure of firearms without a contested court adjudication

Defines "red flag law" as any law, order, or measure directing temporary or permanent firearm seizure without court adjudication, or any prohibition on firearm ownership without a violent felony conviction or other disqualification under Iowa Code section 724.8B

Bars state and local entities from receiving federal funds for the purpose of enforcing any red flag law against Iowa residents

Imposes a $50,000 civil penalty per occurrence on political subdivisions or law enforcement agencies whose officers knowingly violate the act by enforcing red flag laws

Allows injured parties to pursue injunctive relief, damages, attorney fees, and costs in district court, with sovereign immunity explicitly waived as a defense

Takes effect immediately upon enactment
