Requires the Board of Regents to make final tuition increase decisions by April 30 of the previous fiscal year at meetings held in Ames, Cedar Falls, or Iowa City when classes are in session

Directs each regent institution to develop at least one baccalaureate degree program that can be completed in three years

Mandates each regent institution to implement at least one work-study program where employers pay the student's tuition and mandatory fees during semesters of employment

Requires the Board of Regents to study a tuition-lock policy that would freeze resident undergraduate tuition at the first-year rate for three consecutive years of enrollment

Study report on the tuition-lock policy, including enrollment projections, feasibility, implementation costs, and results from other states, due to the governor and general assembly by November 30, 2025
