Protects Iowa-based native distilleries from having their products removed from state distribution based only on low sales performance

Native distilled spirits are sold through the Department of Revenue's bailment system to Class "E" retail alcohol licensees, who then sell to consumers for off-premises consumption or wholesale to Class "C" licensees for on-premises sales
