Prohibits publisher-library contracts from restricting libraries' ability to loan electronic books and digital audiobooks, including through interlibrary loan systems, or limiting how many times materials can be loaned during a license agreement

Bans contract provisions that prevent libraries from purchasing e-book licenses on the same day materials become available to the public, making nonpublic preservation copies, or disclosing contract terms to other Iowa libraries

Requires publishers who impose time-limited licenses to also offer either a pay-per-use option or a perpetual use agreement on commercially reasonable terms

Allows publishers to limit the number of simultaneous borrowers accessing the same electronic material and to require technological protection measures that prevent borrowers from retaining access beyond the loan period

Grants the Attorney General sole authority to enforce violations through civil action, with penalties up to $100,000, injunctive relief, and other legal remedies, effective July 1, 2025
