Allows holders of retail alcohol licenses for on-premises consumption to permit customers to carry alcoholic beverages in open containers to adjacent licensed premises, temporarily closed public rights-of-way, or private places

Authorizes special class "C" retail alcohol license holders to sell mixed drinks or cocktails not containing alcoholic liquor for off-premises consumption in sealed containers

Establishes detailed requirements for mixed drinks not for immediate consumption, including storage time limits based on food safety standards, labeling requirements with preparation date/time and expiration, and three-year recordkeeping obligations

Changes license fee determination for premises outside city limits to be based on the nearest incorporated city as determined by the United States Postal Service address assignment, with provisions for unincorporated towns; applicability begins November 10, 2025
