Expands residency eligibility for drainage or levee district trustees from requiring residence in the county where the district is located (or a contiguous/cornering county) to allowing any Iowa resident to serve

Applies to trustees who own agricultural land in the district or have an interest in a business entity (such as a partnership or family farm) that owns agricultural land in the district

Amends Iowa Code Section 468.506, subsections 1 and 3(c), which govern trustee qualifications for districts located outside city limits with agricultural land classifications

Maintains the requirement that trustees must be bona fide owners of agricultural land in the election district for which they are elected
