Requires unlicensed participants to complete 2 hours of education on barbering and cosmetology laws, rules, and sanitation before providing services; establishment owners are responsible for ensuring the education, training, skills, and competence of unlicensed workers

Mandates participating establishments to provide written disclosure to consumers before services are rendered by an unlicensed provider, explicitly stating the establishment employs unlicensed providers working under licensed supervision

Requires participating establishments to comply with all facility, equipment, safety, infection control, inspection, and management requirements, with the Department of Inspections, Appeals, and Licensing conducting inspections as necessary

Allows prevailing parties in injury lawsuits involving program establishments to recover reasonable attorney's fees; authorizes the board to immediately order establishments to cease program participation when probable cause exists that human health is endangered, and to suspend or revoke both program participation and establishment licenses
