Mandates University of Iowa Hospitals and Clinics give priority for federal residency positions and fellowships to Iowa residents, those with undergraduate degrees from Iowa institutions, or medical school graduates from Iowa

Requires interviews for available residency positions in obstetrics/gynecology, psychiatry, general surgery, emergency medicine, neurology, primary care, and cardiology fellowships for applicants meeting Iowa connection criteria

Establishes annual reporting requirements to the General Assembly on admissions data (accepted/rejected Iowa residents with reasons), graduate practice locations, and residency/fellowship placement outcomes, with reports due January 15 annually
