Requires the Iowa Department of Transportation to adopt rules for an application, approval, and inspection process for highway designation signs

All costs for purchasing and installing the signs must be paid by private entities whose applications are approved, not by the state

DOT may approve multiple applications from different private entities to purchase and install signs

The designation remains in effect even if the federal government subsequently changes the highway's U.S. 75 designation
