Maintains provisions requiring the academy to consult with the Iowa Civil Rights Commission, cultural awareness experts, and local law enforcement agencies when developing training guidelines

Strikes detailed training curriculum requirements including instruction on diverse communities, implicit bias, civil rights history, and examination of patterns that cause biased law enforcement actions
