Requires mandatory revocation of a driver's license for anyone convicted of exceeding a speed limit with a detected speed of 100 miles per hour or more, with a 30-day revocation period

Authorizes peace officers to serve immediate notice of revocation on-site when citing someone for driving 100 MPH or more, taking the Iowa license and issuing a 10-day temporary license

Persons whose licenses are revoked for excessive speed violations are ineligible for a temporary restricted license and must appeal through the same process used for operating-while-intoxicated revocations

Reorganizes existing mandatory license revocation offenses (manslaughter with motor vehicle, felony using motor vehicle, hit-and-run, perjury, reckless driving, drag racing, eluding law enforcement) from numbered subsections to lettered paragraphs

Requires the Department of Transportation to adopt administrative rules to implement the new excessive speed revocation provisions
