Requires Iowa Board of Regents institutions (state universities) to prepare annual reports by December 31 disclosing foreign funding exceeding $50,000, including gifts, grants, contracts, endowments, and compensation from foreign governments, foreign entities, non-citizens, or their agents

Reports must include the funding amount, type, purpose, contract details, and a detailed description of the foreign source including name and address

Institutions must post reports on their websites by January 15, provide copies to the governor and general assembly, and regularly update the information; all reports are designated as public records

Exempts tuition and fee payments made by foreign individuals to support students enrolled at the institution

Authorizes the attorney general to seek a writ of mandamus to compel institutional compliance; takes effect January 1, 2026
