Mandates reforestation requirements ensuring natural regeneration or planting of native trees for every tree harvested, along with implementation of a long-term sustainable forest management plan

Establishes civil penalties up to $2,000 per day for violations, requires annual reporting to the General Assembly, and takes effect immediately upon enactment
