Requires voters to be registered with a political party for at least 120 days before a primary election or caucus to participate in that party's primary or caucus

Amends the voter eligibility declaration form to include an affirmation that the voter changed or declared party affiliation at least 120 days before the primary election

Repeals provisions that currently allow voters to change or declare political party affiliation on the day of a primary election

Eliminates the ability to declare or change party affiliation by submitting an absentee ballot request form

Repeals Section 43.42 of the Iowa Code (related to same-day party affiliation changes at primary elections)
