Requires bills and resolutions to retain their original file number throughout the entire legislative process, including during committee consideration and floor debate in either chamber

Prohibits assigning any additional file numbers to a bill or resolution beyond the initial file number assigned upon introduction (the "One Bill, One Number Act")

Preserves the ability of legislators, committees, and chambers to amend or substitute bills and resolutions despite the numbering restriction

Directs the legislative council and legislative services agency to adopt policies and procedures to implement the law, including modifications to bill tracking systems and reporting mechanisms

Takes effect immediately upon enactment
