Establishes the Iowa State Capitol Historical Society to collect and preserve the history of the state capitol, including events, people who worked there, ideas that emerged from it, and the building's architecture and art, in a publicly accessible location

Membership consists of 31 members: 12 ex officio, nonvoting General Assembly members (6 representatives, 6 senators appointed by legislative leaders), 18 Iowa residents appointed by the governor to four-year terms, and the Department of Administrative Services director or designee

Authorizes the society to make recommendations to the Capitol Planning Commission regarding projects, plans, and opportunities related to the state capitol building and grounds

Funding comes exclusively from donations, grants, loans, and contributions from public or private sources, with no direct state appropriation

Moneys received are deposited into a dedicated fund in the state treasury under the Department of Administrative Services, with funds carrying over between fiscal years and interest earnings credited back to the fund
