Creates the new criminal offense of human smuggling, defined as knowingly transporting a person into Iowa or harboring/concealing them within the state when the smuggler knows or should know the person lacks proper U.S. documentation, receives financial benefit or anything of value, and knows the smuggled person is likely to be exploited for another's financial gain

Human smuggling is classified as a class "D" felony, punishable by up to 5 years imprisonment and a fine of $1,025 to $10,245

Establishes aggravated human smuggling when the offense involves use of a dangerous weapon, causes bodily harm/serious bodily harm/disfigurement to the smuggled person, or results in the victim becoming subject to sexual assault, sexual abuse, or commercial sexual activity

Aggravated human smuggling is classified as a class "B" felony, punishable by up to 25 years imprisonment
