Prohibits vaccines from being distributed, sold, or administered in Iowa unless the manufacturer affirmatively waives any immunity from lawsuits for injuries arising from design defects

Requires manufacturers to waive immunity protections granted under the federal National Childhood Vaccine Injury Act (42 U.S.C. §300aa-1 et seq.) as a condition for selling vaccines in the state

Deems any vaccine manufacturer that distributes, sells, or administers vaccines within Iowa to have automatically waived immunity from design defect lawsuits

Creates new sections in Iowa Code chapters 139A (communicable diseases) and 613 (liability) to establish these vaccine liability requirements
