Prohibits the Iowa Department of Natural Resources (DNR) from acquiring real property available for sale at public auctions, including electronic auctions, sealed bid auctions, and conventional oral auctions

Limits DNR to acquiring real property only from willing donors or willing sellers who are not under any compulsion by the department

Prohibits DNR from paying more than appraised value when purchasing real property from a nonprofit corporation that originally acquired the property at a public auction

Creates an exception allowing DNR to acquire property from public auctions or from nonprofits that purchased at auction if the acquisition furthers a local or statewide conservation or recreation plan and is approved by the Natural Resource Commission
