Iowa's U.S. senators and representatives would be automatically deemed to have resigned from office if Congress fails to pass a budget by October 31 of each year

Members would also be deemed to have resigned if they vote for a continuing resolution that provides for automatic extension of federal funding

Vacancies created by these automatic resignations would be filled according to existing Iowa law for filling congressional vacancies

Creates new section 69.21 in Iowa Code governing automatic resignation of members of Congress
